On July 17, 2024, Uzbekistan's President, Shavkat Mirziyoyev, signed a decree to establish the American University of Technology (AUT) in Tashkent. This initiative follows a memorandum of understanding with Arizona State University (ASU) and Cintana Education from the U.S., which was discussed during a meeting in New York last September. Cintana Education, led by founder and chairman Douglas Becker, will be the U.S. partner responsible for organizing the university’s educational processes and will join the management board to oversee and coordinate AUT’s activities in Tashkent.

Dr. Rick Shangraw is an entrepreneur and academic dedicated to enhancing global higher education. He is the founding President of the American University of Technology in Tashkent, President of Cintana Education, and holds multiple positions at Arizona State University (ASU).
At Cintana, he partners with ASU and other institutions worldwide to increase access to higher education. Previously, Dr. Shangraw served 15 years as a senior executive at ASU, helping establish it as a top research enterprise and grow its assets to $1.5 billion through philanthropy, real estate, technology commercialization, applied research, and venture partnerships
He is also a Professor of Practice at ASU’s Watts College of Public Service and a senior fellow at the University Design Institute.
Dr. Shangraw began his career in academia as a tenure-track faculty member at Syracuse University, where he received a Doctor of Philosophy in public administration with a specialization in technology and information policy and organization design from the Maxwell School of Citizenship and Public Affairs.
Meet Prof. Dr. Said Irandoust, Founding Rector of American University of Technology
Prof. Dr. Said Irandoust is a globally recognized academic leader with extensive experience in higher education governance. He has held prominent leadership positions at prestigious institutions worldwide.
Previously, Prof. Irandoust served as Vice President of Chalmers University of Technology in Sweden, Rector of the University of Borås in Sweden, President of the Asian Institute of Technology (AIT) in Thailand, and Rector of the Afro-American University of Central Africa (AAUCA) in Equatorial Guinea.
In addition to his leadership roles, he has played a key part in the establishment of new universities, including the Indonesia International Institute for Life Sciences (i3L) in Indonesia and Albukhary International University (AiU) in Malaysia.
He has also collaborated with UNESCO on initiatives to enhance access, relevance, and quality of higher education and TVET institutions across Africa.
Prof. Irandoust holds a PhD in Chemical Engineering from Chalmers University of Technology, Sweden.
